Govt wrong by 2 days] A Speculation: The Congressional Staff who did the " foot work " in preparing the 1953 legislation confused March 1st, the date the bill passed the House (and where the bill originated) with the date of Completion, which is the date of enactment, by the President's signature of March 3rd.
