Some of the events/facts

used in the rectification:

 

Proclaimed as King on the

death of his father, 26th March 1904. Ascended the throne, at the Royal Palace,

Luang Prabang, 15th April 1904. Crowned there, 4th March 1905. Declared the

independence of Laos, under Japanese auspices, 8th April 1945. Proclaimed King

of Laos, 15th September 1945. Rescinded his declaration of independence, 10th

October 1945. " Deposed " by the Provisional National Assembly at

Vientiane, for collaborating with the French, 20th October 1945. Reinstated

retrospectively, 23rd April 1946. Signed the Franco-Lao Convention, which

recognised Laos as an independent Kingdom within the French Union, 19th July

1949. Laos became fully independent of France, 22nd October 1953.

Events in 1945:

A Japanese representative

suggested that the king proclaim Laos's independence and send someone to

discuss the terms of LaotianJapanese cooperation. Sisavang Vong replied that he

would stay with his people and that his attitude toward the French would not

change. Laos was too small to be independent, but if he was obliged to accept

independence he would do so. At the same time, he reluctantly issued a

proclamation on April 8 ending the French protectorate.

During World War II, the

Japanese occupied French Indochina, including Laos. King Sisavang Vong of Luang

Prabang was induced to declare independence from France in 1945, just prior to

Japan's surrender. During this period, nationalist sentiment grew. In September

1945, Vientiane and Champassak united with Luang Prabang to form an independent

government under the Free Laos (Lao Issara) banner. The movement, however, was

short-lived. By early 1946, French troops reoccupied the country and conferred

limited autonomy on Laos following elections for a constituent assembly.

 

During the first Indochina

war between France and the communist movement in Vietnam, Prince Souphanouvong

formed the Pathet Lao (Land of Laos) resistance organization committed to the

communist struggle against colonialism. Laos was not granted full sovereignty

until the French defeat by the Vietnamese and the subsequent Geneva peace

conference in 1954.

In Laos, the king, instead

of declaring independence, initially called on his people to rise up against

theJapanese. But when the Japanese occupied the royal capital and took the

crown prince hostage, the king acquiesced and declared Laos's independence in

April 1945.

The new rulers of Laos faced

considerable problems in setting up an administration. Sako Masanori, the

Japanese commander who had occupied Vientiane, records that he had no specific

orders from Tokyo on how this was to be effected. Accordingly he improvised,

dismissing and detaining all French officials except for the Mayor of Vientiane

and the Commissioner of Police, who were delegated to act as intermediaries

between the occupying Japanese and the defeated French community.

 

By contrast, Sako made

attempts to win over the indigenous population, who were naturally suspicious

of Japanese intentions. On April 8, he addressed the assembled people of

Vientiane from the steps of the Palace of the Résident Superieur - now the

Museum of the Revolution - in the following words:

 

As from now, I take it upon

myself to assume the functions of the French Résident Superieur. Japan's

purpose is not to occupy Laos. Japanese are your comrades and are sympathetic

to your plight. We are at the same time both Buddhists and yellow peoples. Let

us cooperate to achieve independence for Laos.

Democratic Rep. was proclaimed.

 

2000        Nov 9, A

homemade bomb exploded in Vientiane and at least 3 people were injured. Recent

bombings and the defection of former finance minister Khamsay Souphanouvong

indicated cracks in the communist regime.

 

2003        Feb 6, In

northern Laos 10 people died in an attack on a main highway.

 

2003        Apr 20, In

northern Laos gunmen opened fire at a bus, killing at least 12 people and

injuring 30 others, in an attack officials with the communist government blamed

on Hmong rebels.

 

2003        Jun 7, In

northern Laos suspected insurgents ambushed a bus, killing six people and

wounding 10.
