" Full independence from

the Soviet Union was proclaimed on 21 August, 1991, following the abortive coup

of 18 August. Initial reports indicated that the proclamation was made in the

early hours of the morning or around noon. However, information from Latvian

astrologers indicates a time of between 11:20 and 11:30 A.M. Chart 190 for

Latvian independence is therefore set for 11:25 [bGT] (8:25 A.M. GMT) 21 August

After a brief period of

independence between the two World Wars, Latvia was annexed by the USSR in

1940. It reestablished its independence in 1991 following the breakup of the

Soviet Union. Although the last Russian troops left in 1994, the status of the

Russian minority (some 30% of the population) remains of concern to Moscow.

June 28, 1997 - 8 Die in

Latvia Accident - Crane collapses during firefighters' celebration

in Riga, Latvia, killing eight youths.

 

1997  Aug 8, The largest int'l. military

exercise in Latvia's history will take place over 5 days

at the Adazi training center organized by the Northwest Europe Command. Troops

from 15 countries were to participate

 

1997  Nov 18, Holocaust

survivors from Latvia received the first checks from a $200 million fund set up

by Swiss banks. Individual survivors were to each receive $1000.

 

September 20, 1997, early in

the afternoon  - Latvian Family Massacre - A gunman opened fire on a family

while they were picking potatoes in southern Latvia, killing five men and two

women.

 

1998  Jan 16, Baltic leaders

signed an agreement, the US-Baltics Charter of Partnership, at the White House

strengthening US and NATO ties with Latvia, Lithuania, and Estonia. The leaders

also established a $15 million fund with equal contributions from the Agency

for Int'l. Development and George Soros to promote

nongovernmental organizations (NGOs).

 

1998  Apr 2, The only Jewish

synagogue in Riga was bombed.

 

1998  Apr 6, morning, An

anti-personnel mine exploded outside the Russian Embassy in Riga.

 

1998 Apr 28, fire

 

October 1, 1998 - Car bomb

causes injuries in Latvia. The blast happened in the early hours of the morning

just two days before a general election and a controversial citizenship

referendum.

 

1998  Oct 3, In Latvia

voters approved a referendum to ease citizenship requirements for Russians left

there following the collapse of the Soviet Union. Voters also selected members

for the 100 seat unicameral parliament.

 

1998 Nov 11, railway

accident

 

February 13, 1999 - In the

past few days, in four separate attacks, a military training plane was slightly

damaged by a small explosive device, two offices were damaged by bombs and a

businessman escaped a rocket-propelled grenade attack.

 

February 22, 1999 - Latvian

mass-killer killed three young girls and a teacher with a meat cleaver in a

nursery school.

 

1999  Feb 24, Latvia became

the first Baltic state to be a full member of the World Trade Organization

(WTO).

 

May 28, 1999 Published at

16:03 GMT, Hundreds of farmers in Latvia have been

blocking border crossings into neighbouring Lithuania and Estonia.

 

June 27, 1999, afternoon,

Seven die during Latvian motor race - one of the racing cars taking part

ploughed into a section of the crowd, killing five people instantly. Two more

died in hospital.

embassy targeted - Latvia has protested over an attack on its embassy in

Moscow.

 

Wednesday, 12 April, 2000,

17:53 GMT, Latvian Prime Minister Andris Skele says he

intends to submit his resignation to the country's President,

Vaira Vike-Freiberga. His government collapsed on Tuesday after a junior

partner, the Fatherland Party, withdrew from the coalition.

 

2000  Aug 17, In Latvia a

bomb exploded in Riga and 21 people were injured. The bombs went off minutes

apart at around 5:30 p.m. at the five-story Centrs shopping center in the heart

of Riga.
