Some of the events/facts used in the rectification:

October 17-20. The Parliament passes several acts on

modifying the constitution: on the operation and management of parties, on

electing members of the House, on dissolving the Presidential Council, on

electing the president of the country, and on rectifying " the sentences

passed by courts in connection the 1956 national uprising. " It is

announced that Hungary is a parliamentary republic, a sovereign,

democratic constitutional state. It is decided that in the future parties

should not be present at the work place. Mátyás Szurös, speaker of the House is

elected interim president. The People's Militia is dissolved without any legal

successor. The Parliament does not declare October 23 a national holiday.

October 21. It is announced in the Parliament that

on October 23 Mátyás Szurös, interim president will declare the Hungarian Republic from the balcony of

the House of Parliament.

October 23. Nationwide memorial services are held to

commemorate the 33rd anniversary of the 1956 revolution. In Budapest a memorial mass is

celebrated to honor the martyrs of the revolution at 10 am in the Basilica. At

noon interim president Mátyás

Szurös, speaker of the House declares the Hungarian Republic from the balcony of

the House of Parliament.

October 18. The Hungarian parliament amends the 1949

constitution. The amendment allows the foundation and operation of political

parties and opens the door for free elections.

The new constitution adopted by the Hungarian

Parliament on 18 October brings into being the Republic of Hungary as a “free,

democratic, independent legal state” and opens the way for multiparty

elections in 1990.

http://www.nato.int/docu/update/1989/8910e.htm

18 October 1989 revision ensured

legal rights for individuals and constitutional checks on the authority of the

prime minister and also established the principle of parliamentary oversight;

http://www.cia.gov/cia/publications/factbook/fields/2063.html

on 18th October 1989, parliament

approved a whole series of amendments to the 1949 constitution,

http://www.ibiblio.org/pub/academic/history/marshall/military/a-weu/document/1365cppr.kemp

The preparation and the drafting work of the act on

the amendment of the Constitution, assuring the placid transition, passed off

within the framework of the National Roundtable (NEKA) between 13th June and 18th September 1989. The negotiations

were sealed by a political Agreement to which the amendment of the Constitution

and five other bills of ‘transitional acts’ were enclosed. The

Agreement stated: ‘The negotiators diagnose, that as a result of the

discussions, there is a political concordance between the participants on the

substantive and fundamental issues of the placid transition. … The

negotiators send the mentioned documents, attached to the Agreement to the

president of the Council of Ministers [the Prime Minister]. The negotiators

request him to submit the bills to the Parliament, according to the Act on legislation.’

The Parliament adopted the amendment on 18th October 1989, and it was

announced on 23rd October 1989. It was a symbolic and probably the most

important day of the transition, as the state-form of ‘republic’

instead of ‘people’s republic’ were also proclaimed this day.

On 18 October 1989, the Stalinist

Constitution was abandoned, and Hungary adopted political

pluralism.
