Ratifications completed on March 01, 1781. It is maintained herein that the effective date of closure by formal adoption became the actuating date of the birth of the ARTICLES OF CONFEDERATION, on November 13th, 1777; whereas the formal date for its ratified enactment, March 01, 1781, was a formality, after the fact. The Continental Congress had been conducting itself already for long by the terms and conditions of the ARTICLES, from November 13, 1777.
