The official Xinhua news agency said the driver had apparently swerved to avoid an oncoming vehicle. Most of the victims were believed to be street vendors and their customers. The bus had been hired to take children home from a kindergarten, but reports said only the driver and one other adult were in the vehicle at the time. The driver was arrested at the scene. The vehicle slid 70m (230ft) along the pavement of Longhua street in Bao'an District, Xinhua reported.
