He died 3 days later under police custody and riots ensued across the island. 1999 Nov, It was reported that the worst draught in 95 years forced authorities to limit water in Port Louis, the capital, to 6 hours per day. The remaining 1.2 million residents of the island nation were limited to one hour a day for water. 2001 Mauritius textile worker wages reached $1.47 cents an hour compared with 37 cents in Madagascar. It seems that the general elections should be held in September. Anyway, from September 4th onwards, the country will be in Ve/Me/Mo. Venus, L11, will be transiting the 10th and 11th houses and weak till September 11. Natal Venus is 60% in infancy. Mercury, L10, will be transiting the 9th and 10th houses and weak (combust). Natal Mercury is 92% in infancy. The good aspect of these two planets is that, being FBPs, they are natally conjunct with MEP3 and benefically aspected by natal Jupiter, L1 in H9, indicating good initiatives and support of Nature. The strong factor of change comes with the Moon in PD. Natal Moon is strong and placed in H8, while the transiting Moon will create here and there some non-lasting problems. In transit, Venus, L11 (hopes and aspirations and their fulfillment), and Mercury, L10 (status) are placed in H8 (transformations), non-afflicted and form an exact conjunction. Even though the overall period seems to be critical as transit Rahu/Ketu is exactly over natal Rahu/Ketu, the dashas are of benefics, and transit Saturn, L3, benefically aspects MEP8, MEP10, MEP2 and MEP5. Natal Saturn is benefically aspected by transit Jupiter and transit Mars. Transit Sun is aspected by transit Mars. Transit Moon will be benefically aspected by transit Jupiter.
