(India), the time of the oath ceremony can be used to evaluate the political situation. As such, let us look to the chart for the inauguration of George W. Bush, on Jan. 20, 2001, at 12:02 p.m. in Washington, DC, (TZ5, 77W02:12, 38N53:42; DST 0; Aries 20:46 degrees), which clearly shows the events occuring during this administration. For example, the severe afflictions of Rahu and Ketu in the chart indicate financial problems, war, attacks, explosions, etc.. The operating planet on Sept. 11, 2001, was Rahu, which closely afflicts Mars, ruling the chart, indicating unexpected attack. The operating planet from March 2002 until July 2004, was Jupiter, whose ninth house MT sign is closely afflicted by Ketu, indicating war. Moreover, Moon, ruling the fourth ruler of domestic peace and prosperity, is badly placed in the eighth house in its debilitation sign, indicating civil unrest and problems with the economy. Currently and at the time of the election, the operating planet is Saturn. Saturn, in the natal chart is utterly weak at 00:12 degrees, and its MT sign is closely afflicted by Rahu. By transit on election, Saturn is somewhate weak at 03:23 degrees, while its natal position is under the aspect of the sixth ruler, Mercury, operating out of the eighth house. By transit, Venus, ruling relationships, is debilitated, Jupiter, ruling good fortune, is in the sixth house of enemies, and Mercury, ruling the sixth house, is badly placed in the eighth house. It appears the administration may have some difficulty with continuation.
