Like you say, Saturn is in Cancer and so we should try to strenghten the Moon or balance Saturn. The Moon, especially needs 'strengthening' when it's either 'small' or debilitated. Saturn is more often, especially in our out of balance, age, needing of strengthening. When Saturn goes into Cancer, it often represents imbalance, of the mind, due to Saturn moving into the house of the mind, or Moon. I have found that strengthening the house where malefics or debilitated planets are posited is more beneficial than trying to appease the malefics themselves. For instance, I am sure strenthening the Moon would do more good to protect from Saturn's transit to Cancer, than balance Saturn. What do you think? I kind of know what you mean. I 'had' Mars in Cancer in my birth chart and at some point it helped me thinking of Cancer alone. When I contemplated Cancer, I realized that was the most natural energy in my 10th house. But, still it was Mars that was the invader, so to speak. Then, when I learned that Mars was 'weak' and even needed to be strengthened, then all of my efforts started exploring ways of doing that. For Saturn in Cancer, personally, I find it easier to 'strengthen Saturn'. Saturn, so often, is one planet that's too often, the one, needing the most growth. Most people, then, need more balance, inner silence, calmness, etc. The other way to decide which planet is going on is by paying attention to the 'exact' symptom or language of what we're going through. If we're experienceing lack of balance, grief, losses, etc..... then we can work with Sani. If we're experiencing worries, anxieties, or feelings of lack of Moonish eveness, then we can work on our Moons, too. Moon responds to mental peace, and therefore things like meditation, and bringing inner joy to our lives, can help the Moon. Also I've found watching the Moon cycle, itself, and learning about the 2 primary cycles of rest and activity, and then, being more in-tune with those 2 basic cycles.... has helped me and my initial small Moon.
