Bush's first State of the Union Address of his 2nd term in Office. Like his 2nd Inaugural Address, Bush's speech tonight was far reaching, broad in its vision, and made wide appeals to the American citizenry on the ideals of democracy, family, religion and freedom. Of course, as we all know, anything that explains everything, in the end, explains nothing - ideals are ideals, and at some point, they have to jibe with Reality if they are to have any effectiveness in the real world. And here in lies the major criticism by Bush's detractors - that his plans, as laid out on Jan 20 and Feb 2, are just too unwieldy and indeed, unworkable, in the world of both Domestic and International Politics, where pragmatism, not idealism, are the rule of the day. Without question, Bush's 2nd term in Office - his Legacy - will be defined by one word, and one word alone - Iraq. If all goes well by the end of his term, there is every good reason to believe that his other initiatives - getting a constitutional ban on Gay Marriage, reforming the horrendous Tax Code, and, most of all, getting the ball rolling on Social Security reform - will come to pass. On the other hand, if the " new " Iraq unravels, even in the wake of the first national elections held there in some 50 years, Bush will, like LBJ before him, simply self-destruct. The stakes are very, very high for Bush, and it seems that he has taken an " all or nothing " approach. We astrologers know very well that anything done at a given time anywhere, will have a " life " of its own; that the enterprise will embody the qualities of that moment in time, taken forward into the future. Tonight's State of The Union, its astrological " imprint " is no different. Set for the announced time of 9pm EST, Feb 2, 2005 in Washington, DC (Plac 27 Vir 03), Bush's plans as he laid them out tonight look very difficult, at best, to bring about, if not outright impossible. This seems due to, in the main, constant ranglings with the Democratic Party's opposition to his many proposals, particularly Social Security (often referred to as " the third rail of American politics " in Washington circles), as well as the very real threat of schism within Bush's own Republican Party; gridlock seems to be in the offing here. In the horoscope set for the above mentioned date, time and place, the Moon is both in Scorpio, the Sign of its Fall classically - and - it's Void of Course. Sitting in the 3rd House of communication, speeches and mindset, this suggests a " drifting " of thought and ideas, of a kind of dreamy thinking that is hard to achieve in real world terms. Additionally, Saturn is in the 10th House - Bush and the GOP - and is both in the Moon's Sign, Cancer and also Rx. This is a weakened placement for Saturn, the universally recognized Planet of Politics, in particular, Conservative Politics. It suggests that Bush may indeed prove to be the " lame duck " that so many 2nd term Presidents become, within or shorty after the 18-month mark in their term. Gemini is on the 10th House, with its ruler Mercury, which also happens to rule the Asc, in Aquarius, and " void " itself, in that it makes no aspect to any other body in the chart. This is a clear echo of the ideals and concepts running wild in Bush's mind tonight, but with no clear direction, no definitive channel through which to be actualized. Additionally, since Mercury is the ruler of the MC - the GOP - it suggests a sort of division within the ranks (for example, Christie Todd-Whitman, former governor of New Jersey and Cabinet Secretary in the first Bush administration, has recently written a book outlining her strong areas of disagreement with Bush's " base " , the " hard-Right " conservatives) that is likely to increase as Bush attempts to push his domestic agenda forward in the year ahead. And then, there's the very ominous Mars-Pluto conjunction at the 4th, opposed the MC - this configuration at the very bottom of the chart clearly represents the Democrats, gearing up for a fight (some of which we recently saw in the Confirmation Hearings of then Secretary of State nominee Condoleeza Rice; recall the intense back and forth between Rice and Senator Barbara Boxer). The fight will definitely be surrounding the issues of domestic policy (Pluto ruling the 3rd) and national debt, Social Security, and the much talked about " culture wars " (Mars ruling the 8th). Note too the applying square between Jupiter and Saturn, with Jupiter rising in Libra. This has to be the tensions upcoming with regard to the Supreme Court and the shakeups there that is very likely to come soon. And with Jupiter trine both the Sun and Neptune in the 5th House, much of the fight has to do with abortion, stem cell research (in that it involves human embroyonic stem cells etc) and Gay Marriage (Neptune ruling the 7th). Saturn rules the 5th - and Jupiter rules the 4th! This suggests that Bush will have to do alot of wheeling and dealing with the Dems in order to have any chance of being successful, particularly in the Senate. Of all the Outer Planet pairings that can and does occur throughout Human history, perhaps it is the Jupiter-Saturn relationship that is the most profound, especially within the context of democratic movements. Interestingly enough, last month, Bush had in his own horoscope, Solar Arc (SA) Mercury=Neptune, a vivid picture of idealism, fuzziness or out and out deception. In Bush's chart, Mercury rules the 3rd (Jul 6 1946 7.26am EDT, New Haven CT, Rodden; Plac 7 Leo 7) holding Neptune! Neptune in turn rules the 9th House of international policy, outreach and involvement (Iraq, the Middle East in general) as well as legal matters, like the proposed ban on Gay Marriage. This picture flows very nicely with Bush's words last month and earlier this evening. And it points to an even highger threat of impracticality with respect to Bush's aims and goals. Although Bush faces the " mopping up " of his Second Saturn Return and the transit oppositon of Uranus to his Mars (Apr-Sep 05 and Feb 06, with Uranus passing through his 8th, natal Mars in the 2nd, the fight over Social Security, the possibility of more threats from inimical States, etc.) - two daunting measurements for a politician at such a high level indeed - he also has a " beaut " of a Solar Arc later this year - SA Venus=Jupiter (exact Aug 05). A clear picture of happiness, popularity, success...in light of the aforementioned portents that his address tonight would bring astrologically, it is hard to see how such a measurement can manifest itself. However, as we have seen, Bush seems to defy many of the " textbook " prognostications of astrological measurements. For example, he finally came out the victor of the 2000 Elections with transit Neptune sitting right on his 7th, opposed his Asc! Usually you don't associate the movements of Neptune with political contest success. Of course, this symbolism surely reflected what many consider the dubious nature of Bush's " election " in the first place, but the point is clear, Neptune is usually not synonomous with victory. So perhaps Bush will find a way to " cheat " astrology yet again. We'll see. Lastly - the " New " Iraq's " due date " is in Dec 05, when the newly elected members of the temporary assembly will present a new constitution to the Iraqi people. If this happens on schedule - and if the majority of the Iraqi people accept it - it will prove a major, major success for the Bush Doctrine. This Venus=Jupiter arc then, will have been vindicated. Time will tell...
