One is a system where the very moment that a planet moves into a particular Sign, that is then considered as the 'House' that that Planet is in. However there's also a Jyotish system called the 'Bhava' Chart, system which looks more closely at the exact degrees of a Planet in any Sign. This starts from the Rising Sign, and the Bhava 'Chart' is constructed 15 degrees from both sides of the exact degrees of the Rising birth. So, if you were born at say 2 degrees into Aries, the Bhava chart, would create a first house, 15 degrees from both sides of that 2 degrees... Therefore you'd technically have 17 degrees of Aries on the one side, and 13 degrees of Pisces on the other.... Like this...Planets are looked at especially when they're on the 'cusp' of the beginning or end of any Sign.... ciao Mark K hope this answers your question... ps...
