Let us be very clear as to what is the difference between horary and natal. In the horary chart only the lagna position is changed with respect to the time, place and date on which the query is taken into consideration. The planets' position remains unaltered from their position with respect to the natal. However, to make a success out of the prediction from horary principles, the main ingredient from the querent has to be the URGE. If the urge is strong, the results coming out of horary prediction will be accurate. Coming back to the question you have raised, I would say that the Natal chart (and hence the Dasa Bukthi) will supercede in all the matters. What is the measure for the urge. Rarely the clients come to the astrologers to check the astrologers.. Without urge no one come to the astrologer wasting his money, his time and energy. In my opinion, it is only an excuse for the astrologer if he happened to give wrong prediction. If the client is not accepting the astrologer, the excuse for the astrologer is “the birth time in the horoscope is not correct”. In general, in my experience, the commercial astrologers never admit their mistakes. It may be their trade secret. Whereas the non commercial astrologers readily admit their mistakes. They are open. As per my knowledge , in a horary chart, the position of the moon confirms whether the questioner is earnest in his querry or not. The later part of this dictum is that the astrologer is advised not to examine the horary if the moon does not indicate the concerned Bhava in the chart. If he persists and goes ahead, the prediction might not be correct. The astrological conceipt that the moon is the Kaaraka of mind must be the basis for this rule. Success or failure is indicated by the planets which occupy the concerned houses from Horary lagna(for marriage 2,7,11). 2) I was told by one of the senior k.p. astrologer that in the RP, if moon is in 8th , better to close the chart and sent the client out. The client would have come to confuse the astrologer or to check the astrologer. Mostly the prediction would go wrong if continue. 3) Mr.Sagar says that the astrologer¢s dasa and bukthi must be good for correct prediction. 4) I have read in some where that the astrologer¢s urge also plays a role in Horary.
