As rule of thumb the distance between degrees of house cusps needs to be halved, in this case from 25 degrees Pisces to 11 degrees Aires is only 17 degrees, half of which is eight degrees thirty minutes, which has to be added to 25 Pisces, giving 3 and half deg of Aries which is where the first house ends and second begins. If I had a planet at 3 half deg Aries then I would probably say it influences second more than first house . As far as I understand it, a chart with this house system is cast using Porphyry cusps, but they are now the middle of the house. I would like to know about the ruler of such houses. Let say we have an Ascendant degree at 25 Pisces, with the previous and following cusps at 11 (Pisces and Aries). The house length is 30°. In any event different house delineation we get some additional information. Marg's explanation applies to both cases, Closeness to the cusp is important in judging which house is affected. System's approach Jyotish applies the variation of the rule MIP/most important point with great success- planets on degree near/same as Lagna degree, in whichever house happens to be, is most active point, and planets placed there are the most potent ones to give results. With ord less than 5 degrees. That works with rashi, transit. Better defined western concept with the same outcome.
