Here are a few basic steps. 1) Determine if native was born during DST or double DST (war time). Subtract DST from the birth time. 2) Subtract the time-zone from the birth time if east of Greenwich; add to the birth time if west. The result is Greenwich Mean Time (GMT). 3) If the longitude of birthplace is different from 0 deg you must adjust the birthtime. Each degree of longitude is equal to 4 mins (I.E,., multiply the longitude by 4 and change the result into hrs, mins, secs). If the birthplace is east of Greenwich, add this result to GMT; if west, the subtract. The result is Local Mean Time (LMT). 4) Find the correct sidereal time of the day of birth and add this to the Local Mean Time. 5) The sidereal time in the ephemeris is given for 0 h GMT. If the GMT which you calculated in step 2 is different from 0 h, you must adjust the sidereal time. For every 1 h of GMT, add 9.86 secs. Add up local Mean Time plus sidereal time of the day plus its adjustment to get the sidereal time of birth. 6) If the latitude of the birthplace is south of the equator, add 12 hrs to the sidereal time of birth. If the result is greater than 24 hrs, deduct 24 hrs; if smaller than 0, add 24 hrs. The result is the adjusted sidereal time of birth. Somewhere here I have some old worksheets which would be helpful. Unfortunately I'm not sure just where to lay my hands on them at the moment. You forget unfortunately and I can no longer find much of my course notes/literature...use it or lose it! Also (mentally) exhausted after a rather harrowing week...finding it difficult to remember what day it is actually. I've come to rely solely on my software PL7 and have found no reason to doubt its accuracy. According to PL7 (for your location) Sun entered Aquarius (00:00:00) at 07: 54:00 on 12th Feb 2009. The method is : Sidereal time for the particular year,month and date +/- Interval between Mean noon and the required moment given in Local mean time is + when the time is before 12 noon and - when the time is after 12 Noon +/- 10 secs per Hr.( Motion of Sidereal time ) +/- Longitudinal correction based on east or west of GMT. Alternatively I have a software where it converts desired time into Sidereal time.Now as you wrote,on 12th Feb.2009,Sun enters Kumbha Rashi at 7-46 AM at the co-ordinates given by you ie., Chicago.So the Sidereal time for 7-46 AM will be : 17-26-17 Hrs.
