ur observation is right

 

Sun is still eexalted all planets moving towards exaltation or deblitation

post the othe opp POINT is considered and Aroha or avaroha is the rule and

closer to the deg it is more powerful.

 

this rule is v clear if one studies Sr Rama 's chart

 

Sun is in Meena only

Jupt in Kataka, Satn in Tula,

Mars in Makara

Venus in Meena exalted

 

on a Navami Sun is in Meena any yr pl chk and classics suggest the same

 

and why he became a good king was Budha is neecha one planet needs to be

Neecha for such surplus exaltation of planets else will bea wasted one.
