Dear Raj,

Reason of thrown sugar in running water is balancing of planetry

position. Sugar is sweet and sweet is Mars, Tuesday also signify to Mars.

No time boundness, you can do any time before Sun-set, but if you do

within two hours from Sun-rise is good.
