The book name means 'the omens related to god Vishnu' of course prediction related to tulsi plant (including 'tulsi leaf', " tulsi stick " etc) is one of them. It is also possible that it could be just a name given to the book by the auther. The sloka reads- " Athata sampravikshyami Prasnanam sakunavalim Jjanadevena kathita ya swayam bhakta sannidhou " Means now I will tell you about the omens told by Jjanadeva (should be some ancient scholar of astrology) in presence of devotees, that could be observed in Prasna. I am hearing the name of this book 'Narayana Sakunavali' for the first time - thanks for providing the info. I am yet to come across any omen methods that specifically apply to 'Tulsi plant' alone. But the subject seems to be interesting. May be some one else might have some info to share. By the way if you are in South and is searching for ancient Sanskrit books; get what ever published material you can from Madras Manuscript library, Saravaswati Mahal manuscript library etc - because they are rare resources. Any such material if you share it on the net - we can study them here itself; making the group an online learning center.
