[ 1 ] It is alright gifting mustard oil while the saturn transits

the 3rd house. Gifting oil is a way to appease saturn.

[ 2 ] yes you can throw sugar in different Govt offices also.

[ 3 ] The marriage upaya suggested to you by your Dadi appears to be

alright. Yes you can do that.
