Dear ramanujam,

 

[ 1 ] No. Water [ moon ] is best placed in a temple [ 2nd house ].

There is no need to retrieve the moon from there.

[ 2 ] Yes

[ 3 ] School compound is the 5th house where as the Govt office is

the 10th house. At times various planets need to be established in

these houses. But no planet can be shifted at will. There are rules

for it.

[ 4 ] I advise people wearing rudraksha as a part of a folk remedy

for concentration in studies. I am not aware of what effect a tulsi

mala will have. However some Vaishnavs wear a tulsi mala for

religious reasons.
