This is a pious horoscope or Dharmi Tewa (If the planetary configuration is correct) because of the conjunction of Saturn+Jupiter, hence is a special one. In such pious horoscopes the 11th house is always under a direct drishti of Venus. As such, the planets in the 11th house are not dormant rather very much awakened.
