birth and annual charts

I understand that initially when the planets are placed in a birth

chart, they are initially placed in their raashi, then all planets are

shifted to place the sun sign in the 1st house position with all other

planets.

 

Now , when we assign the planets to be debilitated/exalted,etc

 

1)is this done before or after the initial shift or after?

 

2)in the annual chart, do we change the designation of

debilitated/exalted/nuetral according to the house that the planet is

in or is the initial designation from the birth chat maintained?
