(few of them). 3, 9, 12 rule does not show any clear signs... But one rule which is not listed by Shri KSK, is if the Asc Star and S/L, is also signifying in the same manner the 9th Star & S/L, the abroad settlement holds good. Male, 7:2:1974, 11.16 AM, Erode 11N, 76.58E For the 3, 9, 12 rule -> on 6th cusp, is signifying the 3rd house Star. Not sufficient for settlement abroad was my opinion, that means it doesnt show strong ties. No rule as I use regularly, 3 signifying 9 or 12. Also 9 is Ke/Me aspected by Ra, which might indicate short term? Not sure! Nor the 1, 4, 9 rule shows the higher education and career. This guy is doing his 3rd Phd (1 - 2000, 2 - 2003) and also working. He is a millionaire, US Citizen (2005) and has multiple properties. Married 15-Sep-2000.
