My SOURCE info the August 17th on the precise time is recorded in an interview

with a local journalist's eye-witness account in the English Language daily: THE

JAKARTA POST, August 16, 1994 in comemoration of the nation-state's 50th

anniversary:

 

As that journalist recounts the event, the tech people had one helluva time

getting the microphones working. The 10:00 am start was delayed approximately

half an hour.

 

The location was on the front veranda of Sukarno's hideout house on a Jakarta

street now commemorated as JALAN PROKLAMASI (Proclamation Street)
