Matthews is intelligent and level headed and studied up on all the other books on degree symbols. His book was first published in 1947. He says his degree meanings are based on the study of hundreds of charts. This is a much more plausible number than Kozminsky's thousands. Matthews incorporated the fixed stars in their 1947 positions, but says that since degreee meanings seem to be stable over more than 200 hundred years the stars may not contribute much to degree meanings. The full title of his book is 'Fixed Stars and Degrees of the Zodiac Analyzed.' The book has the feel of a work-in-progress. There's not a whole lot of definite information for each degree. Here is an example, converted from the Tropical, 10 to 11 Libra: 17 sidereal Virgo: " Progressive: Often interested in child welfare, hygiene or social service. " This is all he says. Then he lists various people who have planets there among them Annie Besant-Venus. He lists planets/people for all the degrees which does indicate that he worked from horoscopes in coming up with his degree meanings. Since I had the book stashed away, I must not have found it especially useful. The book was typed on a manual typewriter with the planets and signs drawn in by hand.
