Can you help me interpret the current solar return chart for a male

with following birth data:

 

August 20, 1942, 5:00pm, IST -5:30,23N02 72E35

 

For the natal location using lahiri ayanamsa the solar return chart

for August 20, 2000 has SR Ascendent conjunct with SR Pluto, both are

conjunct with natal moon. SR MC is within a degree of being conjunct

SR Venus.

 

This person is having health problems and is currently in hospital

with kidney trouble.

 

For relocated Solar return chart:

31N52, 102W23, CDT +5:00

He is at this location for last 20 years.

What is " IST " , and what city was this?
