In a few cases it has, and rightly so. Lal Kitab prohibits a person with Moon placed in the 6th to set up a public Piao. The 6th house is considered as Pataal [ world underneath or yamlok ]. Therefore when a person with his moon in the 6th house distributes water, he is in fact distributing a water which has the contamination [ zahar ] of the Yamlok. Therefore by doing this he will earn bad karma instead of good karma; some thing intended to be virtuous would actually be a sin. The same will be true for some one with his Moon in the 10th under the aspect of the Saturn from the 4th. Once again the water will get zahreela [contaminated] He too should avoid setting up any public facility for water. If you notice the Lal Kitab prohibits those with the above combinations, from drinking milk at night. Once again the logic is the same. Drinking milk at night [ Saturn time ] will do harm instead of doing good.
