Mangal bad in the 4th

Sir,

 

While at Mars in the 4th, the lal kitab says that

 

chauthe mangal mangalik hoga jala deve wo samudra ko

thanda us dam hi woh hoga aath teeje jab chandra ho

 

Sir, my question is how can moon placed in the 8th or the 3rd help

the mars placed in the 4th. It will have no aspect on it.
