For it a rising sign name is enough to go ahead with house description. Rest what matters are only the longitudnal position of planets. But in western Astrology the cusp of first house starts with the longitude of the rising sign and furthur the houses may be of varying width whereas signs are of constant width 30 degree. As a result some sign may span multiple houses and some houses may span across multiple signs. I dont know the exact reason but the answer that comes to my mind is that because the speed of sun on elliptic is not constant so Sun may travel to different degrees corresponding to different star positions. The houses are divided into houses in accordance with the degrees travelled by Sun in 12 equal intervals of time starting from the Ascendent sign longitude.
