Later on it is taken by Western Astrologers and used extensively. Though it is similar to the calculation of Tithi and can be argued as a Vedic astrology discovery. It is normally a benefic point in a chart. Sri KSK has dealt in 3-4 pages in his 6th reader - Horary Astrology. You can check 6th reader for more details. Its location in the chart, relation with transit and running dasa of its signlord & sublord may be significant. It's my personal view.
