Confusion regarding the study of divisional charts

Dear Proffesor Choudhry, Namaste.

I have some confusion in the study of divisional charts.

I blame my confusion on Lord Mercury being placed in my 12th house in

close conjuntion with FM Venus.

My confusion is this: when studying a divisional chart, are we looking

at the planets in that chart as functional benefics and functional

malifics per the Rasi (D-1) chart? or are we looking at them per the

ascendent for that divisional chart? An example to clarify my statement

might be: D-1 chart, Aries lagna, Functional malifics are Mercury Rahu

and Ketu. Now for that same person's D-9 chart, the lagna might be

taurus, with functional malifics as Venus Jupiter Mars Rahu and Ketu.
