To know whether DST is applicable for that place and date, please check at this free website: http://www.astro.com/cgi/aq.cgi?lang=e Hope that helps. If you are still not clear, let me know. It is a good idea to do a search on the topic as timezone knowledge is very much a part of being a competent astrologer. DST is generally not observed in areas in near the equator like India as it would make little difference as to sunrise and sunset. Junior Jyotish uses a convention to automate positive and negative time zones by looking at whether the longitude is East or West. This creates a problem with countries like England which are on GMT when DST is in affect. For places West of GMT just enter 1:00 for DST but if it is East of GMT then enter 1 for the time zone which will make the calculation use -1 for the time zone.
