In this case Moon, Mars, Jupiter (sapthamsa asdt lord) & significator Jupiter rule progenic matters. Mars & Jupiter are weak due to debilitation in navamsa. Moon is in 12th house ruling losses. Weakness of planets cause delay/denial. Close aspect of Venus, MMP, to MEP of third house where lord of second house is placed gives persistent obstructions.
