Relationship of parents with adopted children

How do we see the nature of relationship of parents with the adopted

children.

 

I have a case where the girl was adopted right after her birth. She is

now 17 and has wonderful relationship with her (new) parents. Will 4th

house and 9th house still be relevant in assessing the relationship.

Or, these houses are meant for biological parents only?
