If you gift clothes to some one with a desire in your heart to achieve a purpose then the rules of upaya apply. But as a father you gift clothes to your children, that is your duty and no rules apply. If as a brother you gift clothes to your sister and brother-in-law as a tradition, the upaya rules do not apply. But if you want to gift clothes to a sadhu to appease your jupiter, the upaya rules apply. Because this act is with a 'prayojan' in mind. You have a definite purpose of appeasing jupiter. Therefore for those with a jupiter in the 7th, it is prohibited to gift clothes as a part of upaya { with 'prayojan' in mind}. There is absolutely no prohibition of gifting clothes as a part of duty or tradition.
