Yes if the birth is on the borderline of the lagna ... ie . either when the lagna rasi is going to end or is just about to begin. Difference of 4 minutes would make a difference of a degree approx. In the vedic astrology or KP system where calculation go to very fine fractions of a degree , the accuracy of the time of birth is extremely crucial. This is not the case with the Lal Kitab.
