BY adding 10.30 hours from the birth time in USA (Excluding the day savings hour) 2. Or staight away giving the birth time (excluding the daylight savings time hour) The south Indian astrologer's are telling the 1 st method. Based on the latitude and longitude the JHora will calculate the current positions of the graha and Lagnas for that place. The method mentioned by the astrologer you mention is only for Panchaga's which are actually based on Indian Standard time, So you to get the current graha position a given time anywhere in the world you need to convert that time to corresponding IST to look into the Panchanga. That is for Graha positions. But for SunRise/SunSet time, the Panchaga mostly do not give all the sunrise/sunset time for various places. This is needed to the Janma Ghati Or Janma Nadika (Birth time since Sunrise) to calculate the Lagnas. JHora does all the calculations if you give the place correctly and the time shown by clock for that place accurately. Most of the cities are made available so lat an long will be calculated.
