It is not dependent on Sunrise for 2 reasons: 1. At higher lattitdes ... they dont have a *sunrise*. 2. This method of division of days into Hora's is overlorded by Saturn, and hence Sunrise is not used. For more information refer to Lesson#6 or the Hora Lesson in the *Files* section. The quantification of hora is defended by standardization aka calender(?). Is this calender/panchangaam is universal? A book called 'Jamma Arudha' supposedly explains it, Maybe you can ask Narayan Iyer about this. The one implemented in JHora is different from the Jamma Arudha book.
