It finds the moment in time when Sun is in the natal sign and Moon is at the same distance from Sun. If it used a daylight savings timezone, it would have found a time that was off by an hour. Both the times would correspond to the same moment in time and the chart would be identical. So don't worry about the accuracy of calculations. In other words, you can covert your birthtime to any timezone. If you were born at 9 am at Boston with a timezone of 5:00 west, you can instead enter your birthtime as 14:00 and timezone as 0:00 or birthtime as 13:00 and timezone as 1:00 west or birthtime as 10:00 and timezone as 4:00 west. All these correspond to the same moment in time and the chart would be identical. If you try all these times and find the TP chart, you will see that the timezone used in birthtime is used in calculations and the time used for TP chart changes accordingly, so that we are still referring to the same moment in time. So TP calculations remain constant.
