It mentions that the quotation is from Chandra Kala Nadi, Vol. 3 Sloka 2187-2188. It mentions that in Kaliyuga, without presence of debilitated planets, no exalted planet can give rise to Raj-yoga. Even 3 exlated planets in chart are useless. Exalted planet only, without simultaneous presence of deb planet will give rise to poverty It does not mention whether that exaltation or deb. should be seen in navamsa. (Personally I like that sloka .. I don't know what is there in my chart , except Sat & moon are deb. & Taurus lagna. Or saturn in any kendra with a Planet Exalted in the same raashi would constitute a Neechbhanga too. Or saturn in any Raashi with the Lord of that raashi being placed Exalted anywhere would also constitute a neechbhanga.
