I am not sure what this particular astrologer meant by a " wavering mind, " but usually this would mean an unsteady mind, the opposite of a focused, peaceful mind. Through yoga/meditation and mindfulness, one can learn to steady the four functions of the mind so that they operate in a coordinated fashion. These functions are the chitta (memory), the manas (feeling mind), the Ahamkara (ego) and the buddhi (higher discriminating mind). When the chitta is not coordinated with other aspects of mind, the mind is wavering and out of control, and it takes over and makes bad decisions. So we need to calm the chitta through our inner practice and remedies such as diet and lifestyle choices. To examine the condition of one's mental state, first consider the following: 1. Examine the First and Fourth Houses, and the First and Fourth House lords, from the Rasi Lagna Chart (2/3 influence), the Chandra Lagna Chart (1/3 influence), and the Navamsa chart (the Navamsa corroberates the main charts). 2. Next, examine the Moon and Mercury, significators for the mind. If any of the above are afflicted by such factors as ownership of malefic houses 3, 6, and 11; combustion or planetary war; sandhi/gandanta; debilitation; placement in the sign of an enemy or in a dusthana; Papakartari Yoga or Kemadruma Yoga; association with or influence by malefics Rahu, Mars, Ketu and Saturn; and, dispositorship by poorly placed malefics, then there are indications for mental imbalance. Most mental disorders occur when the Moon is afflicted. These vary from simple mental aberrations like a " wavering mind " to severe pathology. In other words, mental imbalance is on a continuum and there are various shades and degrees depending on a lot of factors. In addition, there are specific rashis, nakshatras and yogas to look for in mental imbalance. And the dashas and transits will show how these other factors come to fruition, or not. Consider Adolf Hitler's chart, 04/20/1889, 18:30:00, Branau, Austria, Time Zone 0.90, Lat. 48 N 15, Long. 13 E 2. The chart lord Venus is in a planetary war with a powerful Mars. Mercury is combust a strong Sun in the seventh house, and all these seventh house planets receive fourth and fifth lord Saturn's aspect, and in turn, they aspect the first house, so his mind was overheated and agitated. The Moon is also grandiose because it is conjunct Jupiter in the nodal axis, which can disturb the mind. Also, when Mercury or the Moon (karakas of the mind) are aspected by Mars and Saturn, this is a Matibrahmana Yoga, which can energize and cloud the thinking. Thanks for the good question. I am not sure if I answered it or not. I think all of us have some tendency for a wavering mind, as it is the aberrant nature of the mind to be extroverted and to waver.
