It is very unusual for birth records to note down the time down to the seconds level of precision! What is the source of your birthtime? Documentation, parent or relative's recall, family diary etc? Or is it one of those *rectified* birthtimes which are becoming rather fashionable these days? What works for computer-reality also works for astrology: Garbage in Garbage out! (Just to remain balanced this must be coupled with another adage: One man's garbage could be another man's [or woman's] livelihood!) She is very precise about the birthdate and time. She knows the birthdates of her other children as well, though she may be wrong on the minutes. Please do not consider the seconds. It is my mistake. How old were you when your mother " told you the birthday information? " I kind of sense that you got your birthtime rectified at some point in your life.
