Before dec2008,the chances are quite favourable, negotiations might be on the way leading to marriage. He seems to have not prepared mentally for the marriage in the past owing to some personal reasons.(i am not writting here) Venus in navamsa and aspect of saturn on it getting venus weak, causing delay. I think its enough as far as marriage event is concerned. Generally in a delay marriage,there are different reasons and these can be as find out easily.To pinpoint the event like marriage is not so easy.One has to assess quality of both karaka,placement and aspect of saturn and jupitor,moon in rasi as well as in navamsa are few of the primary things.These all are time consuming job and requires time and concentration. Better to focus on event. He can marry next year as per his chart.
