Because Narad muni 'constantly' chants Narayan. The Lord instead picked a humble farmer on the Earth. When Narad muni was disappointed, he was taken to Earth to witness the farmer's devotion, which consisted a quick prayer in the morning and a similar one in the evening. Still not convinced, he was put to a task of taking a cup of oil filled to the brim and take a parikrama of the Earth without spilling even a drop. He did that easily though when he came back, Lord asked him - How many times did you chant Narayan while you were doing the duty I assigned you? Another great bhakta was Hanumanji. It is said he was a Brahm Gyani before he met Ram. Brahm Gyan, or the wisdom that all is a part of One supreme God, is the highest thinking of most religons, the place where religon ends. But Hanumanji started his Bhakti at that point. Sri aurobindo & Gopirav Kaviraj have said similar things-only someone who has realised God can know what bhakti is.
