Here 'That' means Brahm, the Universal Spirit. The Seer realises he is the Spirit, he is God himself. So'hum, Tatwamasi(Thou art That), Aham Brahmasmi are the great Vakyas(Words) from the Upanishads. They are also called Nirgun(quality less)mantras, as they praise the Nirgun Brahm. They lead to the highest form of God(without qualities, beyond description), but work very slowly. So'hum can be chanted with the breath. Breath going in as Sooooooooo, out as hummmmmmmmmmmmmmmmmmm. It is a very relaxing excercise, & concentrates mind on 1 point. It is a very powerful excerise- but it only works for those who already have some mind control. Sohum is the opposite of Han-sah, another mantra that Saraswati uses to create the World. (Indian books say Saraswati rides the Hans, or swan- this is a symbolic pointer to fact she uses Pran, or Life force, to create the world, & then rides or controls it). I thought it might have something to do with sleep (doesn't 'so' mean sleep?) But this explanation is worth reading as I wasn't sure about it.
