Rafalji does benefic in 3rd house aspecting malefic in 9th house has any positive effect?

Thanks for your advise. As you tell that malefics in 9th house (Pisces) aspect, does Guru in 3rd house aspecing malefics don't do positive? My Birth time is correct 09:00 PM on 25/12/1968 in Naini Tal. And I really look forward to get advise on career path which as of now is worrying me.

I have already visited Singapore in Oct.2006 without facing any visa problem.

I have started fasting on thursdays from today itself.
