His presentation is titled "Violations to Human Rights and its Juridical Applications". Shri Bhishma Agnihotri as the former Indian Ambassador at large represented over 22 million Non-Resident Indians. He served in this position from 2001-2004. Realizing the tremendous standing and importance of Indians settled abroad, Government of India created a special position of Ambassador-at-Large for Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs) worldwide. In August 2001, Prime Minister of India, Shri Atal Bihari Vajpayee selected the most deserving and qualified person, Shri B.K. Agnihotri, to be the first ever Ambassador at Large for NRIs/PIOs (global). He was also the first ever Indian to head an American Law School when he served as Dean/ Professor of Law Southern University Law Center, 1975 – 1985. The Honorble B.K. Agnihotri served as a Judge in the Indian Courts form 1957 to 1975 and moved to the United States after being appointed Dean of Southern University Law Center in Louisana, USA. With the Hon.
