Guiding principle are two,

As per Baadnaryaan, Man approaches astrologer only when he is destined. Sloka 3 of Prasna Vidhya is explicit on it. It roughly says queerest goes to astrologer when its karmphala of earlier punya impels him to seek answer.

Secondly if a questioner is really sad and is seeking answer for a question that is genuine, and he is likely to engage in conduct that is dharmanukul , devaigya has to answer. This is also an injunction in scripture. This is the reason astrologer has to answer question but he should not become party to evil doing by others.

As far as my learning and practical experience,( howsoever little it could be), I may like to submit that You may ask any question any number of times, with any number of astrologer, there also they make two checks.

1. Question is reflected clearly in the Chart or not. If question is reflected only then Answer is to be given.

2. Application of KP is based totally on ARUDH based on Number. Except determining udaya lagna for finding Ruiling planets there is no role of udaya lagan, and in this world common people have hardly to do any thing with Satya , so KP answers straight forward , what maya of divine has in womb of time .This is ensured by three factors.

A. Questioner has to clearly state his prasna, in writing, or verbally.

B. A number is to be given out.

C Astrologer has to have a impulse/ urge to explore the matter asked for. And this is the reason House calculation corresponding to Number for place of Astrologer can kept ready (subject to variation in Ayanamsa)

But planets longitudes must be of time Astrologer is actually working on the matter without interruption, in one sitting. So camouflaging of three factors ensure, language of Planets is read without fault. Thus divine may choose himself to express through any of his manifested human being. There is no restriction about time etc as you mention. I have done several cases and so others case studies were published for rectification carried out within days together, but have found the same answer. Thank you for stimulating inputs.

Dear Srivaastava-ji,

namaskar. Desire could be genuine but bad (harmful intent i.e. to hurt someone else etc.) or desire is not genuine/casual and trying to test the astrologer. Further these days ppl are impatient and ask several astrologers one after another. For Prasna, same question should not be asked to another astrologer within three months from asking that question for the first time - no matter if the astrolger is using KP jyotish or other traditional means.

Visti-ji kindly correct me.
