However a few points not to be taken as criticism but for consideration here: a) All planets in deep debility would be at the identical degree as the exaltation degree (though in opposite sign). If degree alone is the important determinator, then which effect should supervene, exaltation or debilitation, and why one and not the other? b) Notwithstanding above, even planets at the deepest exaltation degree do not necessary represent unmixed blessings in each case. In other words there is 'play' in the astrological system that operates even in such a desirable situation. Cautious extrapolation may be necessary. The same is true for many other indicators in astrology, when taking those in isolation. However, I agree that experience with the charts and situations is more important than even logically-sounding arguments and counterarguments in jyotish. If that is the case and you have experienced this phenomenon of the significance of degrees (as posted by you) then that does indicate some important pointers and hints. Please share freely if that is the case.
