Once that is achieved, ONLY partly (never completely since GROWTH would stop! The motto of the story of Ma Durga's shraap/curse on astrologers that they will never be infalliable)... Once that certainty or sense of predictability has been experienced -- the next stage begins, that of spiritual realization and astrology leads us to that. The earlier worldly predictive/certainty model need not be clung to. It is like the parachute that landed us safely into new territory but is not needed anymore, and could actually represent a burden to carry around. At that point, a new journey begins -- a new exploration. If all Divinity is connected and our devotion is sincere, even if you begin worshipping the 'wrong' ishtadevta, the referral system is such that you will be led to the Divine Image that may suit your path better. Really, it is about being someone wishing to learn how to swim and having gone through all the preparatory theory and paddling with aids. The final moment comes when one must just plunge into the pool and simply trust that the *instructor* will save you if things go wrong. I do not think that praying to a certain Deity or Ishta is about "efficacy or efficiency" but simply plunging into the pool of devotion. Time spent at the edge of the pool is time wasted for being comfortable and being in water is what the goal is supposed to be!
