This is a satsang and there are certain rules...there is nothing wrong with simple dharmic rules and boundaries...I don't think that would be "suppressing" anyone, just keeping a respectful tone. If Tom can't understand what it means to be respectful, then it would be a good lesson for him to be not allowed to post for a while until the time comes where he does understand. many groups do this, otherwise a message board can turn into a personal gripe room or group therapy, which is inappropriate, and turns good people off. So, Keval, I would consider suspending Tom if he doesn't respect a mature level of protocol. Tom, this is not personal, I just think its just a matter of respect and good manners.
